AB 1989 (Chesbro-D) Underage drinkers: winemaking and brewery science students

Creates a narrow exception to current Alcoholic Beverage Control Act provisions relating to consumption or possession of alcoholic beverages by underage persons by allowing students who are at least 18 years of age and enrolled in degree granting programs in enology or brewing at accredited public postsecondary educational institutions to taste, but not consume, an alcoholic beverage for educational purposes as part of the instruction in a course required for a degree.

Authorizes a licensed beer manufacturer to apply to the Department of Alcoholic Beverage Control for a certified farmers' market beer sales permit which allows the licensee to sell packaged beer at a farmers' market, including any specified area, under certain conditions. Expands a licensed beer manufacturer's privileges under the Alcoholic Beverage Control Act by authorizing a beer manufacturer to sell or serve all beers and wines, regardless of source, to guests during private events held on the licensed beer manufacturer's premises.

SB 133 (DeSaulnier-D) Redevelopment agencies: audits

Requires the Department of Housing and Community Development to conduct audits of redevelopment agencies to ensure compliance with the housing provisions of the Community Redevelopment Law; and requires each agency to annually deposit 0.05% of any tax increment deposited into the Low and Moderate Income Housing Fund into the Redevelopment Agency Accountability Fund to fund the audits.

Authorizes intrastate Internet poker, as specified. Makes substantive changes to existing law related to the operation, oversight, and funding of the network of California fairs. Repeals the requirement that the Department of Food and Agriculture perform annual fiscal audits of the network of California fairs, and instead requires annual reviews by an independent accounting firm. Repeals annual legislative appropriations to the Department for oversight and auditing of the network of California fairs, and instead allows that the funding for oversight of the fairs be continuously appropriated.

SCA 1 (Wyland-R) State Auditor: duties

Requires the State Auditor to biennially conduct a specified financial audit and performance evaluation of each state program, including the administration or oversight of that program by the department or agency that is responsible for the program, and submit a report of the results of that financial audit and performance evaluation to the Legislature, as prescribed. Requires the committee that considers the budget in each house of the Legislature to meet and consider recommendations made in each performance evaluation within 90 days of submission by the Auditor. Requires the Auditor to make each financial audit and performance evaluation available to the public on an Internet Web site and in hardcopy format. Requires the Legislature to appropriate to the Auditor's Office funds as necessary to implement these provisions.

AB 661 (Beth Gaines-R) Financial Integrity and State Manager's Accountability Act

Adds posting, reporting, and guidance requirements under the Financial Integrity and State Manager's Accountability Act of 1983 (FISMA) and sets consequences for noncompliance by state agencies. Requires the state agency's head of internal audits or designated internal control person, who has reasonable cause to believe false or misleading information was provided during the preparation of the FISMA report, to notify the Department of Finance (DOF) and Joint Legislative Audit Committee in writing of this concern. Requires the Director of DOF, when providing agencies with guidance about conducting FISMA reports, to specify that the framework shall include auditing of the agency's assets, liabilities, revenues, and expenditures, as well as reconciliation of accounting and budget documents reported to DOF and the State Controller's Office.

AB 806 (Wilk-R) Community colleges: auditing procedures

Authorizes the Board of Governors of the California Community Colleges, commencing with the 2014-15 fiscal year, to establish a committee to review the auditing procedures in order to ensure compliance with the requirement that 50% of each district's current expense of education be paid for the salaries of classroom instructors.

AB 941 (Rendon-D) State Controller: local agency audits

Authorizes the State Controller to perform an audit or investigation of any county, city, special district, or community redevelopment agency, if the Controller has made findings that the local agency is not complying with the financial requirements in state law, state grant agreements, local charters, or local ordinances and requires the Controller to prepare a report of the results of the audit or investigation and to file a copy with the local legislative body, as specified. Requires that if the results of those audits determine that the financial report filed by the local agency did not contain false, incomplete, or incorrect information, then the Controller shall waive the costs of the investigation. Authorizes the Controller to establish a payment program, as specified, to assist a local agency to pay for any costs that cannot be waived.

AB 1305 (Gray-D) State Auditor: duties

Requires the State Auditor to conduct audits of five state departments each year in addition to audits required by statute or requested by the Legislature. Specifies that audits could examine state agencies' compliance with law and regulations related to safeguarding assets as well as ensuring transparency and complete and accurate reporting of financial data. Requires the audits to determine the extent to which fund balances are reconciled and accurately reported and if agreements with private entities and individuals are properly managed.

Creates the Internet Gambling Consumer Protection and Public-Private Partnership Act of 2013. Establishes a framework to authorize intrastate Internet gambling by authorizing eligible entities to apply to the California Gambling Control Commission for a 10-year license to operate an intrastate Internet gambling Web site offering the play of authorized gambling games to registered players within California. Prohibits the offer or play of any gambling game provided over the Internet that is not authorized by the state, as specified.

SB 190* (Wright-D) Sports wagering

Establishes a statutory framework for authorizing sports betting in California at any licensed gambling establishment, horse racing track, and satellite wagering facility. Authorizes a federally recognized Indian tribe that is not a gambling establishment or a horse racing track, or that has entered into a compact agreement with the state authorizing the operation of a satellite wagering facility, to conduct sports as authorized, pursuant to the model tribal-state sports wagering compact created by this bill. Requires licensees to remit 7.5% of gross revenue generated by sports wagering activities to the state's General Fund.

SB 356 (Yee-D) Gambling establishments: owner licensing

Removes, under certain circumstances, the prohibition against obtaining a gambling license in California if the person, partner, officer, director or shareholder has a financial interest in an organization engaged in a prohibited form of gambling either in or out of the state. Allows a person or entity with a financial interest in a foreign gambling operation to retain a gambling license if that person or entity has been licensed in good standing as an owner for at least five years as of 1/1/13; and requires the person to notify the California Gambling Control Commission and the Department of Justice and receive Commission approval to obtain a financial interest in another business or organization that conducts lawful gambling outside the United States that, if conducted within California, would be unlawful.

Directs the California Gambling Control Commission to establish a Gaming Policy Advisory Committee and appoint five representatives of controlled gambling licensees and five members of the general public to the Committee. Requires the California Gambling Control Commission, if it is determined that there is an insufficient amount in the Indian Gaming Revenue Sharing Trust Fund (IGRSTF) in a fiscal year to distribute the quarterly payments, as specified, to each eligible recipient Indian tribe, to direct a portion of a specified revenue contribution pursuant to certain tribal-state gaming compacts that would otherwise be deposited into the General Fund, to instead be deposited into the IGRSTF to increase the revenue contribution to the IGRSTF in an amount sufficient to ensure the IGRSTF has sufficient resources for each eligible recipient Indian tribe to receive the full $275,000 quarterly payments.

AB 820 (Gomez-D) Gambling establishments: fees

Deletes the provisions authorizing a gambling establishment to waive the collection of player fees; deletes the provisions authorizing the assessment of flat fees for each wager; requires, in games that feature a player-dealer position, the player-dealer to pay a fee to the gambling establishment for each hand or round of play and each player to pay a fee from his/her own funds to the gambling establishment for each wager made in every hand or round of play; and requires all fees to be approved by the Department of Justice, but prohibits the Department from approving a fee schedule for any player-dealer game unless the fee paid by each player on each wager is not less than one-third of the amount of the fee paid by the player-dealer in each hand or round of play.

Makes legislative findings and declarations regarding the Kenneth L. Maddy Equine Analytical Chemistry Laboratory which serves as the primary equine drug testing laboratory for California's five permanent race courses and eight seasonal fair venues with funding for the drug testing program coming from a portion of California wagering revenues. Establishes that the term for the equine medical director is two years, and, for a person who is appointed as equine medical director on or after 1/1/14, limits the number of terms that a person may serve consecutively to two terms.

Urges President Barack Obama's Administration to expedite visa processing for Iraq's minority groups and to lift the refugee quota cap for Iraqi-Christians in order to streamline the process of accepting them into the United States as refugees. Urges the Congress to pass House Resolution 663; and urges the Department of State to work with, among others, the Kurdistan Regional Government, the Iraqi central government, and neighboring countries to help secure safe havens for those claiming amnesty from Iraq. Declares that there is an urgent need to protect religious minorities from persecution from the Sunni Islamist terrorist group the Islamic State in Iraq and Syria (ISIS) as it expands its control over areas in northwestern Iraq.
