Establishes the Medical Foster Home Pilot Program commencing 6/1/15 through 1/1/18, and authorizes a United States Department of Veterans Affairs (VA) facility to establish a medical foster home that is not subject to licensure or regulation as a residential care facility for the elderly, a community care facility, or a residential care facility for persons with chronic, life-threatening illnesses provided that specified federal requirements are satisfied, the VA facility establishing the home agrees to be subject to the jurisdiction of the State Auditor, and the VA obtains criminal background information for caregivers and specified individuals residing in the home.

AB 2261 (Gorell-R) California Veterans Services

Establishes the California Veterans Services and Workforce Development Division within the Department of Veterans Affairs to coordinate and administer veterans assistance programs in the state. Transfers these functions, including staff and resources, from the Employment Development Department (EDD) to the Department of Veterans Affairs and requires the Division to coordinate with EDD to transfer programs and personnel from EDD.

AB 2664 (Quirk-Silva-D) California National Guard

Establishes the California National Guard Military Family Relief Fund as an account within the California Military Department Support Fund for the purpose of providing financial aid grants to eligible members of the California National Guard who are California residents and who have been called to active duty. Transfers any and all monies remaining in the California Military Family Relief Fund to the California Military Department Support Fund and requires those monies to continue to be disbursed in accordance with the original intent of the contributions made by taxpayers to the Fund as established under former law.

Upon receipt of an applicant's record of education, training, and experience completed in the Armed Forces, the Board will provide the applicant with a list of coursework, if any, that the applicant must complete for license eligibility.

SB 1422 (Padilla-D) Military courts: sexual assault: courts-martial

Requires the California Military Department (CMD), on or before July 1 of each year, to report prescribed information to the Governor, the Legislature, the Senate Veterans Affairs Committee, the Assembly Veterans Affairs Committee, the Attorney General, and the United States Attorneys in California, regarding the federal government's activities relating to sexual assault prevention and response. Restricts the authority of the CMD or the California National Guard to assert jurisdiction over assault offenses, by a member of the active militia when subject to the Uniform Code of Military Justice under specified circumstances, and requires a member of the active militia recommended for court-martial pursuant to a specified hearing for a qualifying sexual assault offense, or an attempt of that offense, to be tried by general court-martial. Prohibits a convening authority from overturning a conviction of a qualifying sexual assault offense issued by a general court-martial and requires the convening authority to dispose of cases on appeal in accordance with the decision of the Courts-Martial Appellate Panel.
