Specifies that the State Fire Marshal, by 7/1/15, may propose building standards that maintain overall building safety.

Repeals the state fire prevention fee; creates the District Management, Preparedness, and Assistance Fund for funding emergency activities of the Office of Emergency Services, the Department of Forestry and Fire Protection, and the Military Department, as well as to local governments for disaster planning and response; and supports the Fund by requiring an insured to pay a special purpose surcharge (the Disaster Management, Preparedness, and Assistance Surcharge) on each commercial and residential fire and multiperil insurance policy issued or renewed on or after 1/2/14, equivalent to 4.8% of the premium written on residential fire and multiperil insurance or the property exposure for commercial policies in California.

Establishes a comprehensive regulatory program for oil and gas well stimulation treatments (e.g., hydraulic fracturing, acid well stimulation), which includes, among other things, a study, the development of regulations, a permitting process, and public notification and disclosure.

Requires that nonlethal procedures, as defined, be used when removing or taking a mountain lion that has not been designated as an imminent threat to public health or safety, as defined. Appropriates $1 million from the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Fund (Proposition 12) for emergency measures permitted by the Coastal Commission to prevent severe infrastructure damage to streets and property located along the Hueneme Beach caused by beach erosion and flooding. Provides that should the Commission require work at Hueneme Beach that is not eligible for Proposition 12 funding, the Harbors and Watercraft Revolving Fund shall provide funding.

Prohibits the California Science Center (CSC) from delegating to any other party the power to manage and operate the CSC's parking facilities, and specifies that these provisions are declaratory of existing law. Requires the CSC to establish the parking rates at parking facilities in Exposition Park, and prohibits the CSC from entering into a sale of, or a lease for a term of more than 10 years for the use of its parking facilities, the Los Angeles Coliseum, or the Los Angeles Sports Arena, unless the Legislature authorizes the proposed sale or lease by statute, except as specified.
