Prohibits, on and after 1/1/15, an operator of an Internet Web site, online service, online application, or mobile application, as specified, from marketing specified types of products or services to a minor; prohibits an operator from knowingly using, disclosing, compiling, or knowingly allowing a third party to use, disclose, or compile, the personal information of a minor for the purpose of marketing or advertising specified types of products or services; makes this prohibition applicable to an advertising service that is notified by an operator of an Internet Web site, online service, online application, or mobile application that the site, service, or application is directed to a minor; requires, on and after 1/1/15, the operator of an Internet Web site, online service, online application, or mobile application to permit a minor who is a registered user of the operator's Internet Web site, online service, online application, or mobile application to remove, or to request and obtain removal of, content or information publicly posted on the operator's Internet Web site, service, or application by the minor, subject to specified conditions and exceptions; and specifies the types of products and services that are applicable to these restrictions.

Makes it unlawful for a consumer credit reporting agency to prohibit, or to dissuade or attempt to dissuade, a user of a consumer credit report furnished by the credit reporting agency from providing a copy of the consumer's credit report to the consumer, upon the consumer's request, if the user has taken adverse action against the consumer based upon the report; and authorizes the Attorney General, among others, to bring a civil action, for a civil penalty not to exceed $5,000, against any credit reporting agency for a violation of these provisions.

Authorizes state and local agencies subject to the State Building Construction Act of 1955, the State Contract Act, and the Local Agency Public Construction Act, prior to advertising for bids for construction of a public building or a public works project, to advise the Contractors State License Board (CSLB) of any supplemental license, certification, or education required of a contractor to qualify to bid on the contract for that project; requires the CSLB to review the information received regarding any supplemental license, certification, or education requirements, and to post any supplemental requirements it approves in an easily identifiable location on the CSLB's Internet Web site; and provides that any supplemental requirements that are not posted on the CSLB's Internet Web site before the bid opening shall not apply to the bidding process for that contract.

Provides that in addition to the right to foreclose on the vehicle, watercraft, or trailer at a self-storage facility, the owner of a self-storage facility may have the vehicle, watercraft, or trailer towed from the premises if rent and other charges have not been paid for 60 days and the required notice has been sent; and deletes the 14-day period, and, instead, allows an owner to deny the occupant access to the space, enter the space, and remove property to safekeeping by the termination date specified in the preliminary lien notice.

Establishes the Parental Notification, Child and Teen Safety, Stop Predators Act which prohibits a physician and surgeon from performing an abortion on an unemancipated minor, as defined, unless the physician and surgeon or his/her agent has delivered written notice to the parent of the unemancipated minor, or until a waiver of that notice has been received from the parent or issued by a court pursuant to a prescribed process; requires the physician and surgeon performing an abortion on an unemancipated minor to report specified information to the Department of Public Health; and requires the Department to compile an annual statistical report with that information.
