Requires that an action to determine the validity of a proposed reorganization or an action to determine the validity of the proposed reorganization or amendments to Redevelopment Project Area No. 2 with respect to a proposed reorganization consisting of the detachment of specified federal military property from the City of El Segundo and its annexation to the City of Hawthorne be brought within 30 days of the action to approve the proposed reorganization or amendments to the redevelopment project area, if the State Department of Housing and Community Development makes specified determinations.

Enacts the Hunters Point Shipyard Public Trust Exchange Act to help facilitate the productive reuse of the lands comprising the former Hunters Point Shipyard in a manner that will further the purposes of the pubic trust for commerce, navigation, and fisheries.
