Requires the apportionment of school funds on a weighted per pupil basis, in lieu of revenue limit funding, as specified. Allocates certain additional funds to eligible schools for implementation of school action plans and requires each school to establish a school site council as a condition of the receipt of these funds.

AB 9 (Coto-D) Education finance: sales and use taxes: services
Requires the Legislature and the Governor to ensure that the current per pupil level of funding for California's K-12 public schools grows by at least 20 percent annually, beginning in the 2006-07 fiscal year, until it reaches a level of at least $10,200 per pupil in current dollars. Requires that additional funding first be used to reduce teacher-pupil ratios so that they are equal to or less than the average teacher-pupil ratio of the ten states with the lowest ratios for public elementary and high schools. Requires that per pupil funding equals or exceeds the average of the top ten states by the 2011-12 fiscal year, and that it remain among the top ten each year thereafter. Establishes a sales tax on specialized services to increase funding for K-12 education and specifies the services that fall within that category.

AB 659* (Chan-D) School districts: reserve for economic uncertainties
Authorizes a school district to continue to maintain one-half of its normally-required reserve for economic uncertainties for fiscal year (FY) 2005-06, and requires a school district to restore its reserve to three-fourths of the required level in FY 2006-07. Contains provisions for implementation of the Williams Case. A cleanup bill for SB 550 (Vasconcellos), Chapter 900, Statutes of 2004, one of several bills presented in the 2003-04 legislative session to resolve the Williams v. State of California lawsuit, filed on behalf of students in deciles 1-3 schools that claimed neglect by the State.

Removes supplemental instruction programs (commonly termed summer school) from the pupil retention block grant (PRBG), reinstating the programs as they were prior to the block grant. Requires the county superintendent of schools to calculate an increase to the revenue limit funding of any school district that meets specified criteria for the attendance of pupils at a comprehensive high school. Requires the State Allocation Board to provide a supplemental grant equal to 50 percent of the replacement cost of a building if a school district proposes to demolish the building and replace it with a multistory building if the cost of the demolition of the building and construction of a new multistory building, including site acquisition costs, if any, is less than the cost of providing a new school facility, including land, for the additional number of students housed as a result of the multistory replacement building.

AB 1215 (Wyland-R) English language instruction
Requires schools to provide parents requesting a waiver from English immersion instruction with specified information, including certain test score data of English learner pupils enrolled in bilingual education classes and requires the parent to sign a document stating that he or she understands the information. Prohibits teachers and administrators from recommending a pupil receive bilingual education instead of English immersion instruction. Requires pupils enrolled in bilingual education classes to receive a certain percentage of class time instruction in English depending on the grade level.

Authorizes the University of California, the California State University, the governing board of a community college district, or the president of an accredited private California university to submit a request to the State Board of Education (SBE) for authority to approve petitions to establish charter schools within the county in which their campus is located. Authorizes parents to apply directly to the SBE for approval of a charter school if the school meets specified "underperforming" criteria. The provisions of the bill will not apply to UC unless the Regents adopt a resolution to so do.

AB 167 (Cohn-D) Nursing Workforce Education Investment Act
Establishes the Nursing Workforce Education Investment Act. Establishes, in the Office of Statewide Health Planning and Development (OSHPD), a state nursing contract program with accredited schools and programs that educate and train licensed vocational nurses and registered nurses to increase the supply of nurses in California. Requires OSHPD to give priority to programs that include training specifically designed for medically underserved multicultural communities, lower socioeconomic neighborhoods, or rural communities, and prepare program graduates for service in those neighborhoods and communities.
