SB 1203 (Romero-D) Office of Emergency Services: disaster registry

Requires the guidelines developed by the State Office of Emergency Services relative to a disaster registry program, in areas where a significant proportion of the residents are not fluent in English, volunteers workers be equipped with, and required to use conservation handbooks that contain important phrases in the appropriate language or languages, to aid in communication with those residents not fluent in English.

AB 44* (Wiggins-D) Disaster relief: earthquake

Allows taxpayers who suffered disaster losses as a result of the September 2000 Napa earthquake to carry forward 100 percent of any excess losses for up to five taxable years and if any excess loss remains after that period, to carry forward 50 percent of the amount remaining for up to ten additional years.

Establishes a thermal imaging equipment program within the State Office of Energy Services and creates an advisory committee to develop specifications and information to facilitate the purchase of thermal imaging equipment at competitive rates.

AB 724 (Corbett-D) Earthquake emergency procedure system

Requires the State Fire Marshal to annually inspect each school's preparedness for earthquake emergencies and disasters and submit a report to the school principal and district superintendent, who in turn must notify parents, guardians and local parent teacher association organizations of the report.

AB 955 (Florez-D) Agricultural disaster prevention

Makes several technical and minor changes to provisions governing the authority of the Secretary of the State Department of Food and Agriculture to administer animal quarantines, animal disposal, and compensation to ranchers and others, and addresses the related authority of the State Veterinarian.

Requires the State Director of Finance each July 1 to transfer up to $100,000 from the General Fund to the Earthquake Emergency Investigations Account to ensure that the account balance at the beginning of each fiscal year is $100,000.

AB 1118 (Corbett-D) Seismic safety

Appropriates $1.5 million from the California Earthquake Recovery Fund to the State Department of Insurance (DOI) for purposes of extending the life of an existing residential retrofit program operated by the DOI until December 1, 2004, and makes related changes.

AB 1432 (Corbett-D) Emergency services

Allows the Director of the State Office of Emergency Services to implement cost-effective mitigation measures as part of the repairs of public facilities for projects in areas where a state of emergency has been proclaimed by the Governor. Extends the sunset date of the Disaster Response-Emergency Operations Account until January 1, 2003.

Calls upon the Governor to advise the State Office of Emergency Services and requests local disaster relief agencies stand ready to provide assistance to El Salvador and India in the event of a major earthquake in those areas.
