SB 245 (Rubio-D) Military installations: retention and sustainability

Re-establishes the Office of Military Support (OMS) within the Governor's Office of Planning and Research for the purpose of serving as a clearinghouse for state activities related to the military, including base closures, and requires OMS to be the lead agency on the planning and coordination of all matters related to base retention and conversion.

SB 404 (Anderson-R) Veterans: firearms: handgun safety certificates: fees

Provides that a certified instructor shall charge a fee of not more than $10 to any applicant who has been honorably discharged from the United States Armed Forces, the National Guard, or the Air National Guard, and prohibits the department from charging a fee to a certified instructor for each handgun safety certificate issued by the instructor to an applicant who has been honorably discharged from the United States Armed Forces, the National Guard, or the Air National Guard.

SB 546 (Correa-D) Secretary of Veterans Affairs: powers and duties

Requires, instead of authorizes, the Secretary of the Department of Veterans Affairs (CDVA) to employ certain employees as may be necessary to carry out his powers and duties, and also updates an obsolete reference to the Director of CDVA, by instead referring to the Secretary.

SB 817 (Senate Veterans Affairs Committee) Veterans: Business Utilization Plan

Restructures the criteria for businesses to qualify as a disabled veteran business enterprise. Permits direct and indirect costs to be applied to Business Utilization Plan (BUP) goals. Expands the list of contract types for which approved BUPs must be accepted. Permits bidders to amend their BUP in the event a solicitation specifies higher participation goals than those in the bidder's original BUP.

SB 842 (Rubio-D) Military families: California residency: ID cards

Requires the Department of Veterans Affairs to develop and maintain a program for the issuance of identification cards to members of the military and family as specified, and requires the Department of Motor Vehicles to process the application forms and issue the ID cards. Upon the receipt of an identification card, the spouses, domestic partners and dependents of all non-citizen military personnel will be eligible for benefits from CalWORKs, In-Home Supportive Services, Medi-Cal, the general assistance program, and the California Food Assistance Program. Urges the Regents of the University of California to provide an exemption from non-resident tuitions for qualified undocumented families of noncitizen members of the military.

SB 1123 (De León-D) Disabled veterans: parking placards

Suspends for 30 days the driver's license of a person who misuses a disabled parking placard and allows cities and counties to charge disabled persons for parking at 10-hour meters, as specified.

SB 1184 (Corbett-D) Veterans benefits: senior insurance

Prohibits an insurance agent from providing assistance to a senior in obtaining veterans benefits through government programs, unless the agent maintains procedural safeguards designed to ensure that the agent or broker transacting insurance has no direct financial incentive to refer the policyholder or purchaser to any government benefits program.

SB 1355 (Runner-R) Veterans: vehicles: driver's licenses

Requires the Department of Motor Vehicles to include the designation "VETERAN" on a driver's license or identification card issued to a veteran who requests the designation and provides specified proof of military service.

Encourages the California Community Colleges, the California State University, and the University of California to offer oncampus counseling services for student veterans by utilizing the resources of existing campus military and veterans offices.

SB 1405 (De León-D) Military service: accountancy: practice privilege

Revises California's practice privilege statutes for the practice of accountancy to allow out-of-state licensees to practice in California with no notice or fee paid to the California Board of Accountancy, and allows certified public accountants, public accountants and public accounting firms to have their permits placed on military inactive status.

SB 1409 (Pavley-D) Military mission goals: energy efficiency

Requires the Office of Planning and Research (OPR) to identify those state agencies that develop and implement state energy and environmental policies that directly impact on the United States Department of Defense's (DoD) energy security and military mission goals. Requires those identified state agencies, when developing or implementing those state policies, to consider those direct impacts. Requires OPR to serve as a liaison to coordinate effective inclusion of the DoD in the development and implementation of state energy and environmental policy.

SB 1563 (Cannella-R) Veterans' preference: civil service examinations

Requires that a veteran who has completed acceptable training in the United States Armed Forces as a military law enforcement officer shall receive 15 preference points in an examination for an open peace officer position in state employment, and states legislative intent with regard to veterans' abilities to become state peace officers.

SCR 82 (Blakeslee-R) California veterans of the Iraq War: memorial

Commemorates and honors the service and sacrifice of the members of the United States Armed Forces who supported the operations in Iraq, and their families, as the official combat mission in Iraq draws to a close. Encourages mayors and communities across the State of California to honor veterans who served in Iraq and Afghanistan on 11/11/12, in Veterans Day parades, ceremonies, and other displays of our state's gratitude for their service and sacrifice. Requests that the Department of General Services work with appropriate third parties to advise and oversee the creation of a memorial for the California veterans who fought and served in Iraq and, upon receiving donations from nonstate sources covering the design, construction, and maintenance costs and ensuring that the memorial is in the best interest of the State Capitol Park, erect that memorial, in accordance with California law, in the State Capitol Park. States the intent of the Legislature to enact future legislation authorizing the creation of a larger memorial commemorating and thanking those who served in both Iraq and Afghanistan.

AB 297 (Galgiani-D) Veterans preference: public contracts

Allows a bid preference, as provided, to a bidder of a public works contract if that bidder utilizes the Center for Military Recruitment, Assessment, and Veterans Employment's Helmets to Hardhats program, as specified. Requires that the bidder and each listed subcontractor submit a certified statement, as specified, and imposes a civil penalty, as provided, for knowingly providing false information in that statement.

AB 342 (Atkins-D) Military base: revise and closure

Exempts an Alternative Voluntary Redevelopment Program participating community from being required to remit any amounts that are calculated based on tax increment revenues received for a project area that includes within its boundaries a military base that has been closed or realigned by the federal government. In the event a community fails to make the required remittance, permits the community to continue to function, to a limited extent, if the community contains a project area that includes within its boundaries a military base closed or realigned by the federal government and one or more project areas that do not include a closed or realigned base.

AB 1093 (Davis-D) Military & Veterans Benefits Offices: student financial aid

Requires the California Community Colleges and the California State University, and encourages the University of California, to establish on each of its respective campuses a Military and Veterans Benefits Office and appoint a full-time Military and Veterans Benefits Advisor for each office to assist a qualified student in determining that student's eligibility for state or federal educational benefits or grants.

AB 1209 (Cook-R) Department of Veterans Affairs: veterans' services

Appropriates the sum of $7,300,000 from the General Fund to the Department of Veterans Affairs for disbursement to the counties to fund the activities of the county veterans service officers (CVSO) to provide for specified veterans' services. Makes specific allocations for CVSOs, grants to counties and non-profit organizations for veterans services, and for Operation Welcome Home or a successor program.

AB 1223 (Assembly Veterans Affairs Committee) Veterans: Medi-Cal: public assistance reporting information

Requires the Department of Health Care Services (DHCS) to utilize the federal Public Assistance and Reporting Information System (PARIS) to identify veterans and their dependents or survivors who are enrolled in the Medi-Cal Program and assist them in obtaining federal veterans' health care benefits statewide. Repeals language making PARIS a two-year pilot program where DHCS selects three consenting counties that have in operation a United States Department of Veterans Affairs medical center to participate in the pilot.

AB 1225 (Assembly Veterans Affairs Committee) Veteran's commemorative property: cemeteries

Prohibits any person or entity from selling, trading, or transferring veteran's commemorative property, and authorizes the sale, trade or transfer of all or any part of any veteran's commemorative property if certain conditions are met. Requires any person or entity, except a municipal corporation, as specified, that owns or controls a cemetery where veteran's commemorative property has been placed that wishes to sell, trade, or transfer veterans' commemorative property to petition the superior court in the county in which the veteran's commemorative property is located for permission to sell, trade, or transfer all or any part of the veteran's commemorative property.

Allows the administrator of a veterans' home to enter into agreement with the veterans' home allied council to authorize the council to operate Morale, Welfare, and Recreation Fund activities such as a hobby shop, movie theater, library, band, and to pay for such things as newspapers, entertainment, sports activities, celebrations and other activities for the morale, welfare and recreation of the veterans.

Requires the quarterly accounting statements for veteran home occupants of all charges to include information relating to payment of any outstanding charges at the time of the veteran's death, including the use of a deceased veteran's personal property or money for payment of outstanding charges, and statement advising the member to seek counsel from a legal expert to protect his/her assets.

Authorizes a military base reuse authority to form an infrastructure financing district (IFD), as specified, and allows an IFD to finance homeless accommodations. Includes in the definition of "city," for purposes of IFD law, a military base reuse authority formed pursuant to specified sections of law that establish both the Fort Ord Reuse Authority and the Military Base Reuse Authority Act.

AB 1842 (Monning-D) CA Central Coast State Veterans Cemetery: Endowment Fund

Authorizes the Department of Veterans Affairs to use any moneys received from the State Veterans Cemetery Grant Program that are transferred to the California Central Coast State Veterans Cemetery at Fort Ord Endowment Fund for the reimbursement of those specified costs to reimburse any cash advances made to the Fund used for those costs to the extent allowed by grant requirements.

Enacts the Combat to College Act of 2012, which authorizes a qualifying student to use the four academic years during which these institutions are required, or requested, to grant priority registration for enrollment within 15 years of his/her leaving state or federal active duty, and requests that the University of California comply with priority enrollment, as specified.

Provides that a student, or their spouse, who served in the Armed Forces for at least 36 months and received an honorable discharge, is exempt from paying non-resident tuition for their first full year of continuous enrollment at the California Community Colleges, the California State University, and the University of California if the student files an affidavit with the college stating they intend to establish residency in California.

Extends from three months to nine months the time after a servicemember's period of military service is over during which foreclosure upon the servicemember's home is prohibited, and provides that no sale, foreclosure, or seizure of property for nonpayment of any sum due under any obligation secured by mortgage, trust deed, or other security, shall be valid if made during the period of military service or within nine months thereafter, except pursuant to an agreement between the parties, unless upon an order previously granted by the court and a return thereto made and approved by the court.

AB 2490 (Butler-D) Veterans: correctional counselors

Requires the Department of Corrections and Rehabilitation (CDCR) to develop guidance policies relative to the release of veterans who are inmates. Requires policies to be developed to assist veterans who are inmates pursuing claims for federal veteran's benefits, or establishing rights to any other privilege, preference, care, or compensation which veterans are entitled under federal or state law. States the CDCR, in developing the policies, may coordinate with the Department of Veterans Affairs and the county veterans service officer or veterans service organizations.

AB 2528 (John A. Pérez-D) Military members: mortgages and deeds of trust: foreclosure

Requires that in order for a notice of default to be recorded, it must include a declaration stating that the mortgagee, trustee, or authorized agent contacted the borrower to determine if the borrower is an active duty servicemember, and if the borrower is an active duty servicemember, or was an active duty servicemember 90 days prior to the date the notice of default is to be recorded, that the mortgagee, trustee, or authorized agent has complied with the federal Servicemembers Civil Relief Act.

Requires the California Community College Chancellor's Office to establish a voluntary pilot program to authorize three to five campuses to establish and maintain a career technical education program that factors experiential learning for veterans for career technical education course credit, certificates and associate degrees, and also requires the Legislative Analyst's Office to submit a specified report.
