SB 14 (Negrete McLeod-D) Military service: public employee retirement
Allows members of the California National Guard to qualify for membership in the Public Employees' Retirement System (PERS), and to purchase additional PERS service credit, as specified.

SB 159 (Wyland-R) Disabled veteran business enterprises
Expands the definition of small businesses in the California Prompt Payment Act to include disabled veteran business enterprises (DVBE). This expansion allows DVBEs, regardless of size, to be paid the higher level of penalty payment if the state fails to pay them any required payments in a timely manner.

SB 272 (Runner-R) Armed Forces service: higher education
Requires every campus in the California State University and the California Community Colleges systems that uses a priority enrollment system to grant priority for course registration to any member or former member of the U.S. Armed Forces for any academic term within two years of their leaving active duty. Requests the University of California to comply with this process.

SB 287 (Denham-R) Armed Forces: vehicles: special license plates
Authorizes a family member of a member of the U.S. Armed Forces, who was killed while serving on active duty in the military, to apply for special license plates, and exempts the person from paying the additional fees.

SB 374 (Harman-R) Military service: benefits
Requires every board, bureau, and commission within the Department of Consumer Affairs to waive the initial license fee and the renewal fee for any license, certificate, or registration issued to a qualified member of the military or spouse of a qualified member, as specified.

SB 560 (Wiggins-D) Veterans' Home of California: adequacy of services: report
Requires the Department of Veterans Affairs to submit a report to the Governor and the Legislature by 9/1/08, which assesses the adequacy of services provided to the blind and visually impaired residents at the Veterans' Home of California at Yountville.

SB 565 (Wiggins-D) Veterans' Home of California
Requires a Hospital and Health Services Administrator to be established at the Veterans' Home in Yountville, to be responsible for the overall management of health services there. Requires the Hospital and Health Services Administrator to report to the Administrator of the Veterans' Home at Yountville.

SB 599 (Negrete McLeod-D) California Mexican American Veterans' Memorial
Repeals the 11-member California Mexican American Veteran Memorial Beautification and Enhancement Commission and creates a new seven-member committee under the jurisdiction of the Department of Veterans Affairs. Repeals the defunct associated tax check-off.

Authorizes $30 million in lease revenue bonds to be used for the acquisition, design, construction, establishment, equipping, renovation, or expansion of new veterans' homes in Shasta and Fresno Counties.

Increases the amount of the Department of Veterans Affairs Cal-Vet loan limit for mobilehomes from $125,000 to $175,000.

Requires the county recorder, when furnishing an informational copy of a military service record, to alter that record by masking the service member's personal information, as specified, without incurring any liability.

Provides that on or after 10/1/07, that deferred deposit transaction licensees and California Finance Lender licensees must comply with federal regulations relating to the extension of credit to members of the armed services.

Extends the sunset date for the National Guard Assumption Program of Loans for Education from 7/1/07 until 7/1/10.

AB 138 (Bass-D) Veterans: parking
Allows veterans with license plates honoring Pearl Harbor Survivors, Legion of Valor recipients, former American Prisoners of War, Congressional Medal of Honor recipients, or Purple Heart recipients to park their vehicles without charge in state and local parking facilities, time-restricted parking zones, and metered spaces.

AB 187 (Nakanishi-R) Veterans
Increases the amount paid by a county towards the burial of an indigent veteran to $350, with the funds coming from a county's general fund. Increases from $250 to $350 the amount paid by the county toward the burial cost of a veteran who was interred by someone other than a person designated by the board of supervisors. Mandates the grave sites of veterans be maintained in decent order, and allows a fraternal or benevolent organization to apply to the board of supervisors to have the board care for a plot in which a soldier is buried.

AB 257 (Anderson-R) Veterans: park passes
Eliminates the one-time fee of $3.50 for veterans' passes to the state parks system, and adds those who have received the Congressional Medal of Honor as eligible recipients.

AB 279 (Huff-R) Military funerals: unlawful demonstrations
Makes it an infraction for a person to disrupt a funeral service for a member or former member of the U.S. Armed Forces and imposes a $250 fine, in addition to any other penalty provided by law.

AB 282 (Cook-R) Military decorations: crimes
Provides that any person who, orally, in writing, or by wearing any military decoration, falsely represents himself/herself to have been awarded any military decoration, with the intent to defraud, is guilty of an infraction, and defines "military decoration" to mean any decoration or medal from the Armed Forces of the United States, the California National Guard, State Military Reserve, or Naval Militia, or any service medals or badges awarded to the members of such forces, or the ribbon, button, or rosette of any such badge, decoration, or medal, or any colorable imitation of such item.

AB 296 (Salas-D) Military and veterans
Requires the Governor's Advisory Council on Military Affairs, to study the critical issues facing veterans and members of the National Guard and to make recommendations to the Governor and the Legislature on actions that may be necessary to support and otherwise attend to the needs of those men and women that serve or have served in the National Guard or United States Armed Forces, as specified. Requires the Council to report to the Governor and the Legislature, on or before 1/1/09, concerning its initial findings and recommendations.

AB 389 (Salas-D) County veteran service officers: funding
Appropriates $5 million from the General Fund to the Department of Veterans Affairs as an augmentation to funding for county veteran service officers.

AB 392* (Lieu-D) Military service: benefits
Requires employers to allow an employee who is the spouse of a deployed member of the United States Armed Forces, National Guard, or Reserves to take up to 10 days of unpaid leave while the member of the Armed Forces, National Guard, or Reserves is home on leave, as specified.

AB 445 (Nava-D) Disabled veterans: special license plates
Establishes a process at the Department of Motor Vehicles by which an eligible vehicle owner can apply for and receive special license plates that indicate he/she is a disabled veteran.

AB 540 (Garcia-R) Veterans: welcome home patriotic benevolence payment
Requires the Department of Veterans Affairs (DVA) to make a one-time welcome home patriotic benevolence payment, as specified, to a qualified veteran. Makes a continuous appropriation from the General Fund to DVA for the 2008-09 fiscal year, and for each fiscal year thereafter, for this purpose. Sunsets on 1/1/11.

AB 581 (Salas-D) Military personnel: Combat Stress Support Team Program
Requires the Military Department to create a Combat Stress Support Team Program for state military personnel and their families, and requires notification to all veterans regarding the availability of uranium screening tests.

AB 696 (Hernandez-D) Military benefits: state employees
Provides retroactive payments to specified state employees who were members of the California National Guard or a U.S. military reserve organization and were called to active duty after 9/11/01.

AB 767 (Walters-R) Veterans: student financial aid
Enacts the Golden State G.I. Bill of Rights for Higher Education prohibiting any campus of the University of California, the California State University, or the California Community Colleges from charging any mandatory systemwide tuition or fees to a California resident who is a member of the U.S. Armed Forces, were honorably discharged, and have used all of their Montgomery Bill G.I. benefits.

AB 839 (Emmerson-R) Military licensee: real estate
Adds National Guard members to the list of military services who will be exempt from having to renew their real estate license while serving on active duty.

Requires the Department of Motor Vehicles to provide priority customer service to qualified members of the California National Guard.

Exempts the first $10,000 of qualified income of a member of the California National Guard who is on active drill status from personal income tax.

AB 1095* (Parra-D) California Military Family Relief Fund
Changes provisions of the allowable tax contribution for the California Military Family Relief Fund by reducing the annual contribution rate and deleting the requirement that this amount be adjusted based on an inflation factor each year.

AB 1189* (Assembly Veterans Affairs Committee) California Disabled Veteran Business Enterprise Program
Makes changes to the Disabled Veteran Business Enterprise Program (DVBE) to ensure that businesses that contract with the state on the basis of being a DVBE, or using DVBE subcontractors, actually meet the terms of their contract, and also requires contractors to verify payment to the subcontracting DVBE.

Increases the property tax exemption currently provided to disabled veterans and their surviving spouses beginning in 2008-09.

AB 1528 (Assembly Banking And Finance Committee) Military service
Prohibits a person or entity licensed under specified codes from marketing financial services in a misleading or deceptive manner that suggests it is affiliated with the United States military or Department of Veterans Affairs. The prohibition applies to services or products offered to both present and former members of the U.S. Armed Forces, National Guard, Reserves, as well as their spouses. Provides that these provisions do not apply to any bank or credit union, as specified.

Designates a portion of State Highway Route 215 in Riverside County as the Armed Forces Freeway. Requests the Department of Transportation to determine the cost of appropriate signs showing that special designation and, upon receiving donations from non-state sources sufficient to cover the cost, to erect those signs.

Designates a portion of State Highway Route 101 in Humboldt County as the Veterans' Memorial Highway. Commemorates 2008 as the 20-year anniversary of the California Vietnam Veterans Memorial, encourages all Californians to take part in the ceremonies commemorating the 20-year anniversary on 12/10/08, and urges that all steps necessary to inform all Californians of the date of these ceremonies and locations of these events be taken so that all Californians may have the opportunity to remember and honor the service, efforts, and sacrifices of Vietnam veterans, and to pay homage to those veterans who are still alive.
