Adds to the list of miscellaneous itemized deductions, subject to the two percent threshold, a first-time homebuyer's cost of mortgage insurance, either private or FHA. Specifies that the deduction only applies for the first five years after purchase of a single-family principal residence in California for an amount less than 140 percent of the median sale price for such houses in the taxpayer's county of residence.
