Requires the port to establish a task force of stakeholders, including community groups, environmental groups, shippers, cruise lines, other ports, and air district officials, to assist the port in preparing the report.

Requires within 15 days of the filing of an action or proceeding to attack, review, set aside, void, or annul any acts or decisions of a public agency on the grounds of noncompliance with the act, in which an entity that is not a natural person is the petitioner that the petitioner file a Certification of Interested Persons that lists all persons, associations of persons, firms, partnerships, corporations, including the parent and subsidiary corporations, and any other entity other than the petitioner that are known by the petitioner to have either a financial interest in the subject matter of the controversy or in the petitioner, or any other kind of interest that could be substantially affected by the outcome of the action or proceeding.

Requires a lead agency to prepare a short form environmental impact report for a project subject to CEQA if the lead agency has determined that the project meets specified criteria, including that the project consists of a residential development combined with one or more qualified urban uses is located within the boundaries of an incorporated city or within an unincorporated area designated in an approved local general plan for residential development, and is consistent with specified land use requirements. Requires that a short form environmental impact report include specified information, and comply with specified procedural requirements of CEQA for an environmental impact report.

SB 120 (Florez-D) Water quality: sewage sludge
Requires a publicly owned treatment works (POTW) to submit a certification to a regional board that any sewage sludge transferred from a facility for disposal or further processing meets the requirements and standards for any pollutants listed in the waste discharge requirements for the POTW issued by the regional board, and requires the POTW to submit the certification to any person or facility that accepts sewage sludge from that POTW for disposal or processing, and authorizes a person or facility that accepts sewage sludge, and the county in which the sewage sludge is disposed or processed, to require the POTW to indemnify the receiving party for any liability for remediation costs associated with the disposal or processing of the sewage sludge.

SB 187 (Soto-D) Drinking water: contaminants
Authorizes the Department of Health Services to consider, to the extent information is available, in determining economic feasibility, the potential affects on human health that may result from the adoption of a primary drinking water standard that is less stringent than the public health goal.
