Makes various changes to the hospital seismic mandate for general acute care hospitals. Revises and recasts issues related to periodic reporting requirements by hospital operators and provides extensions to the hospital seismic mandate for general acute care hospitals that are reclassified using a regulatory option or have encountered local planning delays.

SB 1406 (Senate Banking, Finance And Insurance Committee) Earthquake insurance
States that existing law is to be construed as allowing an insurer, for up to 60 days after issuing or renewing a policy of residential property insurance, to focus on claims and its resources on services to existing policyholders in the event of an earthquake.

AB 54 (Jeffries-R) California Emergency Management Agency
Requires the Department of Forestry and Fire Protection, the Office of the State Fire Marshal, the State Board of Fire Services, the Department of the California Highway Patrol, the Office of Traffic Safety, the California Conservation Corps, and the Emergency Medical Services Authority to create a working group, by 3/1/10, to prepare a Governor's Reorganization Plan that would transfer the authorities and duties of those departments, offices, and entities to the California Emergency Management Agency.

AB 157* (Anderson-R) Property tax relief: San Diego
Allows the County of San Diego to extend, by two years, the time period for transferring the base-year value of property substantially damaged or destroyed by the Cedar Fire that began in October 2003.

AB 280 (Blakeslee-R) California Earthquake Authority: retrofit programs: grants
Authorizes the California Earthquake Authority to establish a grant or loan program to retrofit specified "soft-story" buildings. Soft-story building are those with a ground floor less stable than upper floors, most often due to commercial or parking spaces at the first floor.

AB 347* (Bass-D) Haiti earthquake relief: tax deduction
Allows an individual or a corporate taxpayer to deduct a charitable contribution made for the relief of victims of the earthquake in Haiti on the taxpayer's 2009 tax return, instead of the 2010 tax return.

AB 424 (Torres-D) 911 emergency telephone number system
Requires the Office of the Chief Information Officer to develop and implement a public education campaign regarding appropriate and inappropriate uses of the 911 emergency telephone system.

Requires the California Emergency Management Agency, in cooperation with the Office of the State Chief Information Officer, to develop and operate a full-time wireless communications system providing the public with emergency information that is accessible by cellular telephone, text pager, or computer.

AB 928 (Blakeslee-R) Earthquake early warning system
Requires the High-Speed Rail Authority to develop an earthquake early warning system and coordinate development of that system with the California Emergency Management Agency, the California Department of Education, and the Public Utilities Commission. Requires the earthquake early warning system to be designed to protect the lives of high-speed train passengers and schoolchildren, and protect critical infrastructure in this state by providing advanced earthquake warning and by enabling preventive measures seconds before an earthquake.

AB 1197 (Torrico-D) Public safety: radio communications
Requires the Public Safety Radio Strategic Planning Committee to ensure that its recommendations for radio or other technology are compatible with recommendations and standards established by the United States Department of Homeland Security or the Federal Communications Commission, or both. Replaces the Committee with the California Emergency Management Agency as the responsible entity authorized to make recommendations to any other federal, state, regional, or local entities with the responsibility for developing, operating, or monitoring interoperability of the public safety spectrum.

AB 1225 (De La Torre-D) Emergency and disaster response exercises
Requires the Department of Public Health and local public health departments, when conducting emergency or disaster preparedness exercises relating to the outbreak of an infectious disease, to establish a process to identify deficiencies in the preparedness plans and procedures and track implementation of corrective measures.

Adds the wildfires that occurred in the counties of Los Angeles and Monterey in 2009 and the severe winter storms that occurred in the counties of Calaveras, Imperial, Los Angeles, Orange, Riverside, Kern, Placer, San Bernardino, San Francisco, and Siskiyou in 2010 to the list of disasters eligible for state reimbursement of local property tax losses applied to storm flood disasters, beneficial homeowners' property tax exemption treatment, and special "carry forward" treatment of excess disaster losses.

AB 2133 (Niello-R) Geologic hazards: earthquake
Deletes, in existing law, an exemption from the Alquist-Priolo Earthquake Fault Zoning Act for any structure owned and operated by the state that is listed on the California Register of Historical Resources or the National Register of Historic Places, including the California Memorial Stadium, and instead, provides a specific exemption from the Act for the California Memorial Stadium located on the University of California, Berkeley campus.
