Exempts from the state responsibility areas fire fee established in AB 29X1 (Blumenfield, Chapter 8, Statutes of 2011, First Extraordinary Session) owners of those habitable structures that are also within the boundaries of a local fire district that provides fire protection service.

Requires the Board of Forestry and Fire Protection, in collaboration with the Board of Equalization, to develop and implement, in accordance with prescribed requirements, a procedure for the reimbursement of persons who have paid, between 1/1/15 and 12/31/16, a fire prevention fee covering a structure that was previously in an area within a state responsibility area, but that has been determined to no longer be within the boundaries of that state responsibility area.

AB 1867 (Patterson-R) Timber harvest plans: exemption: reducing flammable material

Authorizes, until no later than 1/1/19, the Board of Forestry and Fire Protection to exempt some or all requirements of the Forest Practices Act to allow the cutting or removal of trees on the person's property to reduce flammable materials and create defensible space; and extends the exemption that allows vegetation clearing from a radius of 150 feet to 300 feet of habitable structures, although it is technically proposed as a separate exemption.

Urges any official of the State of California involved with the National Conference on Weights and Measures (NCWM) to strongly support the natural gas vehicle fuel standards recommended by the Natural Gas Steering Committee of the NCWM; and urges the U.S. Department of Commerce, the NCWM, and the National Institute of Standards and Technology to work with the natural gas industry to develop natural gas vehicle fuel standards that are user and consumer friendly and that include recognition of the gasoline gallon equivalent and diesel gallon equivalent units for dispensing natural gas.

AB 649 (Nazarian-D) Hydraulic fracturing: use of clean freshwater

Prohibits hydraulic fracturing and the use of clean freshwater for fracturing purposes within 4,000 feet of a home, public building, school, source of drinking water, or sensitive human or environmental resource unless a specified stakeholder report is prepared and the Secretaries of the Natural Resources Agency, and the California Environmental Protection Agency both approve and condition the proposal.

AB 669 (Stone-D) Drilling: hydraulic fracturing

Requires an oil and gas operator conducting hydraulic fracturing to include water quality and quantity information to the Division of Oil, Gas, and Geothermal Resources as part of the permit process and provide 30 days' notice to neighboring property owners prior to the commencement of hydraulic fracturing.

Requires the Division of Measurement Standards within the Department of Food and Agriculture to annually estimate and post online the cost per gallon of motor fuel resulting from compliance with California's Greenhouse Gas Emissions Reduction regulations, and requires wholesale motor fuel invoices, product transfer documents, and retail gasoline pumps to publicize that estimated cost.

AB 2677 (Rodriguez-D) Oil spill: contingency plan: railroad

Requires, on or before 1/1/17, the California Environmental Protection Agency, in consultation with 23 state agencies, interested stakeholders, relevant local agencies, and any other potentially affected state, local, or federal agency, to develop and submit to the Governor and the Legislature a report containing recommendations for an oil spill contingency plan designed to address inland oil spills resulting from the transportation of crude oil by rail.

Requires the independent entity providing the notification will be required to provide the Division with a copy of the notice.

Exempts from the requirements to register as a food processing facility, and to obtain a permit as a retail food facility, a historic water-driven grist mill in order to allow grain to be milled, packaged and sold at the mill without having to meet the requirements of a food processing facility or a retail food facility.
