Among other provisions, grants individual hospitals the ability to apply for an extension of deadlines for seismic compliance of up to seven years and permits the Office of State Health Planning and Development to evaluate a hospital's application and grant an extension provided the hospital meets certain milestones.

Makes technical changes to various sections of the law relating to housing, which among other provisions, updates the building code requirements to refer to current codes related to seismic safety retrofits that are used in California, and combines two separate sections of law that require a portion of building permit fees be deposited into the Strong-Motion Instrumentation and Seismic Hazards Mapping Fund.

Deems that the San Bruno gas explosion to be a qualified disaster for purposes of disaster payments, thereby allowing taxpayers to exclude disaster relief payments from state income. Provides similar treatment for involuntary conversions resulting from a disaster.

Establishes the Debris Removal Account in the Special Fund for Economic Uncertainties, and continuously appropriates monies in the Account for allocation by the Director of the Department of Finance to the Department of Resources Recycling and Recovery, for qualifying debris removal service costs incurred as a result of a proclamation by the Governor of a state of emergency.

Requires the California Emergency Management Agency to take measure to help people with limited English proficiency (LEP) prepare for emergencies and understand information conveyed during emergencies (such as utilizing bilingual persons in public contact positions) and coordinating with organizations that represent the needs of LEP persons in order to disseminate guidance to local and regional governmental entities.
