SB 148 (Anderson-R) Primary elections: voter-nominated offices

Provides that a candidate for State Senator or Member of the Assembly who receives at least a majority of the votes cast for that office in the primary election shall be declared elected to that office, and that no general election will be held for that office.

Calls a special election to be consolidated with the 11/4/14, statewide general election. Requires the Secretary of State to submit to the voters at the 11/4/14, consolidated election an advisory question asking whether the Congress of the United States should immediately reform our immigration laws and pass comprehensive immigration reform that includes a path to citizenship for immigrants meeting certain requirements, as specified, and whether the President of the United States should halt deportations of parents whose children were born in the United States until that new immigration law is passed.

SCA 12 (Lara-D) Voter-nominated primary elections

Provides that, for a person whose name was written in upon the ballot for the voter-nominated primary election for a congressional or state elective office, and is one of the top two vote-getters, to appear as a candidate for that office in the ensuing general election, the write-in candidate must have received votes at the primary election equal in number to at least 1% of all votes cast for the office at the last preceding general election at which the office was filled.

AB 1157 (Jones-R) Voting procedures

Requires a vote by mail identification envelope to include the last four digits of the voter's California driver's license number or California identification card number or, if the voter has neither, the last four digits of the voter's social security number. AB 1311 (Bradford-D) Recall elections and voter registration

Establishes a process for filling a vacancy in an office that occurs after a recall petition has been filed against the vacating officer, and permits otherwise qualified conservatees to receive assistance when filling out an affidavit of voter registration without jeopardizing their right to vote.

AB 843 (Logue-R) Voter registration: identification requirements

Requires that a registrant provide proof of residency in order for a conditional voter registration to be deemed effective. Requires the elections official, if a conditional voter registration is not deemed effective, to process the affidavit of registration pursuant to existing law, and provided that all other eligibility requirements are met, deems the registration effective in forthcoming elections.

AB 1122 (Levine-D) Voter registration: Department of Motor Vehicles

Requires the Department of Motor Vehicles to coordinate with the Secretary of State, to the extent the state's implementation plan for the National Voter Registration Act of 1993 is inconsistent with federal law, to take additional steps to fully implement and further comply with the National Voter Registration Act of 1993, as specified.

AB 1170 (Donnelly-R) Primary elections: party qualification

Provides that a political party is qualified to participate in a primary election if at the last preceding primary election, any one of the candidates of the party for any office voted on throughout the state, polled at least 2% of the entire vote of the state for that office at the last preceding gubernatorial "primary" election, instead of the last preceding gubernatorial "general" election.

Allows vote by mail ballots to be counted if they are cast by Election Day and received by the elections official no later than three days after the election.

Requires the Secretary of State to promulgate regulations establishing security measures and procedures that a county elections official must comply with if the county elections official establishes one or more vote by mail ballot drop-off locations.

Requires on at least one Saturday on or after the date an elections official first delivers ballots to vote by mail voters for a statewide election, or for any other election as determined by the elections official based on voter demand, the elections official may allow voters to vote in the election by means of early voting at an early voting location designated for this purpose, provided that the location is accessible and complies with disability access requirements under federal and state law.

SB 952 (Torres-D) Prohibited financial interests: aiding and abetting

Prohibits an individual from aiding or abetting a public officer or person in violating the law prohibiting financial conflicts of interest, and extends the penalties under existing law to apply to the individual who willfully aids or abets, as specified.

AB 1033 (Donnelly-R) Corruption of voters
